QUESTION: What makes IT managers of business units give up the immediate and detailed control of their particular storage environments (islands) in order to work towards a consolidated utility like storage service?

ANSWER: Company wide initiatives as well as pressure from the CIO will force a lot of IT managers to look at more cost-effective ways of dealing with this. These same managers also need to have a hand in the construction and policies that are put in place to manage the storage service otherwise they will be territorial and noncooperative (wouldn't you)?
