Yes, each server requires a separate OS located on a dedicated LUN for that server. LUN security must be in place on the storage array so only that particular server can "see" its boot device. You should also zone your switches accordingly.
For more information on best practices, visit the Microsoft Web site. You can always create an MSCS cluster for the IIS services.
