This type of information is always difficult to obtain and somewhat subjective. The number of full-time employees (FTE) or backup administrators required per terabyte of data will vary widely based on the type of data backed up. For example, large amounts of database data can actually require fewer backup administrators than a lesser amount of end-user files. This is easily explained by the increased number of restore requests by end users for various reasons (mostly accidentally deleted files).
In any case, Hitachi Data Systems makes reference to .5 FTE per terabyte of data backed up in a ROI white paper on SANs. It might be advisable to research the context in which they make this statement, but it provides a good starting point.
