ISCSI arbitration takes place prior to a full session phase. It involves the initiator and the target negotiation for a specific set of variables that are agreed to prior to entering a full session phase. There are two pieces: iSCSI arbitration and SCSI arbitration. The iSCSI specification defines these phases in detail and the specification can be found at http://www.ietf.org/rfc/rfc3347.txt?number=3347
