Which SCSI specification would you look at to allow simplest possible execution of iSCSI as a target?

The iSCSI specification relies on the SCSI-3 specification for SCSI Commands (as does Fibre Channel for that matter). If you are looking at implementing iSCSI, then I would suggest reading the iSCSI specification in detail and working with some of the target implementations. There are a variety of companies that can help with the implementation, including Medusa Labs (part of Finisar corporation).
