I'd say the place to start is to inventory what you have and what you are responsible for. Once you know that, then you can begin to examine what's there (what is stored in your storage) and the level of service you want to provide to your clients. There are software products (the classic SRM packages) that will help you both take inventory and learn about what's going on. From there I would say it is up to you and your user community to decide the right level of service and cost for your business.
