What are concurrent tunnels?

"VPN allows up to 10,000 concurrent tunnels." This is a common phrase found in many technical manuals of networking companies. Please could you define the meaning of a "concurrent tunnel"? What does it mean when one opens 10,000 concurrent tunnels? Is one referring to opening 10,000 parallel tunnels or 10,000 simultaneous connections?

These are concurrent PRIVATE tunnels. They are not connections but virtual network links that can have multiple TCP connections. The number 10,000 must be some type of address space maximum and I imagine the actual number is something other than 10,000 - which is EXACTLY the number of lakes in Minnesota too.
