What storage management software currently manages storage in terms of offline, nearline and online storage?

The closest thing out there is Hierarchical Storage Management(HSM) tools that automatically migrate files based on preset policies. Many of the larger storage management vendors have features in various tools that you can exploit to manage different elements of offline, nearline and online storage but you will need to develop a larger strategy to manage all of it.
