Sharing a LUN between windows and making it a cluster

Is it possible to share a LUN between two Windows 2000 servers and using it to make a cluster?
A LUN could be accessible to two different Windows servers for clustered server failover; however, the LUN can not be accessed in shared manner without using file sharing software. For clustered access, the LUN is seen and accessible by both servers, but only one server has active access at a time.
