I would have to know the type of disks and tapes we are talking about. Tape will always be faster for bulk, large backups and restores, such as full file system and database backups. Disk is better for backups that are traditionally slow with tape, such as incremental backups or redolog backups. These are generalized answers. There are many configurations, however, that fly in the face of these generalized answers. It all depends on what you buy and how you configure it.
